More Sever Work

Was not well today, so did not go to work. Got some good medication, and spent the day between sleeping and a bit of server upgrading/fixing.

1. Switched permissions systems from GroupMangager to PermissionsBukkit (a big change). This will allow compatibility of updates on some of the other pluggins.

2. Upgraded Citizens to a the latest version.

3. Fixed welcome messages to zones.

4. A few other odds and ends.

All seems to be working OK!
