Outside cobble nation I think their should be an separated region about 2000 x 2000. That they can build in?

White list now gone. New rank "Newbie" = no build rights and limited perms. They join at alternate spawn point. They look around. The need to apply for "Citizen" on the forum.
Mods can now promote people from Newbie -> Citizen -> Trusted (see Moderator commands). These promotions require an application.
